Abstract

The purpose of this research was to give a the image and analyze leadership of conduct for public services sustainable.Analysis used in the form of approach konstruksistik to unravel from the horizon more sky and deep.Technique data collection use observation, documents and fgds several leaders in every level in local government east kalimantan.Data analysis used using analysis constructive.The results of the study showed that strategic lead roles leader more focus on administrative problems.Function strategic leader neglected especially call ethics as orientation to provide services to the public.This role is still limited and have not touched substance the problem from public services namely providing good main of justice.
