Abstract

Credit analysis is one of the control systems from the point of view of a loan application (either new loan application, extension / renewal, or restructuring) is feasible or not to be distributed to Debtor. Theoretically there are some principles of credit assessment that is often done that is by analysis of 5 C's : Character, Capacity, Capital, Collateral, condition of economy. In addition to these principles, Bank Indonesia has also issued Bank Indonesia Regulation No.17 / 12 / PBI / 2015 which regulates how to finance credit to UMKM for Commercial Banks. The purpose of this research is firstly to know how the control system of credit management at Regional Government Bank of East Java, second whether the credit financing according to BI Regulation Number No.17 / 12 / PBI / 2015, third analyze obstacles faced by East Java Regional Government Bank and provide the right solution to the problems faced. The research method used in this research is qualitative methode. The result of this research is that Management Control System of Credit Granting of PT.Bank Local Government of East Java has been quite tight starting from Banking Operating System, Process Control System, to System Control Through Structure. Credit Financing carried out by the Regional Government Bank of East Java if viewed Based on the letter of BI Regulation Number No.17 / 12 / PBI / 2015 as a whole can be said accordingly. The value of the credit ratio is increasingly increasing in number of years and meeting the minimum standards of Bank Indonesia. But for NPLs need special attention because there is an increase caused by bad credit / problematic. However, the NPL value of Regional Government Banks of East Java is still below the threshold set by Bank Indonesia at 5%. The obstacles faced by East Java Regional Government Banks are bad debts caused by customers who do not use the borrowed funds in accordance with its function. Researchers recommend that PT. East Java Regional Government Banks should keep monitoring and running SPM Credit that is adjusted to Anti Fraud Strategy and issuing regulation so that customers use credit fund for business. In addition, the Bank should be able to choose a reliable insurance to cooperate in providing insurance to customers
